Counseling or helping people who have bad credit is a huge business all over the world. There's plenty of money to be made for those who help people get out of debt. If there is a profit to be made, con artists are inevitably going to come out of the wood work. They will want their share of the stream of cash flowing from consumers to companies.

Do your homework and avoid the con artists. Look for only reputable and honest firms. Be smart and don't just hand over your money because some firm says they'll restructure your debt. Be sure to have checked the firm out, first, for reliability and integrity. You could find that your debtors may not be willing to negotiate with that firm.
